I've seen this happen in asteroid belts too, destroy the shields and then get the surrender and soon after a couple of asteroid hits the enemy ship blows up. I don't recall if I got double rewards for it.

You don't, you are honour bound to leave them and their remains alone after a surrender or your crew leaves your ship and you lose the game. There an explanation as to why you cant collect additional scrap after accepting a surrender!

I'm sorry, but I don't see any reason it shouldn't be encouraged. It makes perfect sense. Also, if I'm RP'ing a Mantis or Slug crew, it makes sense doubly-so.
Besides, the whole point of early game is maximizing scrap and resources, so really this is the most realistic option whenit comes to doing so, if not the most ethical.
But ethics isn't the discussion here.

Because it means waiting for that single fire to burn down the last 3-4 hull points while you can't do anything? It slows down gameplay and is just terrible design imo. Besides it would mean that enemies that offer surrender would overall give less scrap to balance that you can milk it for more scrap.

Hence why it would be best if it were outright added to gameplay, as a betrayal option.
That way it wouldn't be boring and it could balanced appropriately by various means.
