pirate who stole weapon quest beacon missing

Hello, I just got the quest where they scanned my ship and told me OK you appear to be able to catch that pirate and they should have added a quest mark on my map, but there is none. Maybe it is because I failed to kill rebel scout, so the fleet advances faster and the quest mark is in the rebel controlled area already?
I just arrived there and it is on the map
