If an enemy launches a boarding or hacking drone, and you see it come flying toward you.
If you destroy their drone control/hacking room or cloak the drone will freeze in the air and wait until the room is fixed or you un-cloak. Then it will resume coming at you. But if you destroy the ship before that it will just stay there.

You are not describing a bug so much as how the game works.

Yup. Enemy combat drones also just shotdown when their controlling ship is destroyed. Thank you for reporting what you thought was a bug anyway.
