Hacked slug cruiser mind control has no cooldown

Slug Instigator with Mind Control, I hacked its Mind Control and immediately turn on Hacking when one of my units is controlled. Very long battle, I've got five shots against four shields and have, after about 10 volleys, not managed to land a hit, and I can cloak his Breach Missile. After ca. the 6th Mind Control takes place, immediately after the first unit (a Mantis) is released from Mind Control by my Hacking, another unit gets controlled, this time an Engi. Hacking can't do anything to release this unit, as it's already spent on the Mantis release. Apparently, the level 1 Mind Control has a Heads-on Pre-Igniter mid-battle
