Level scaling...sort of?

So, it seems like the equipment of enemy ships changes based off what I decided to upgrade. For example, if I upgrade shield, enemies start appearing with more weapons. If I upgrade weapons, enemies that appearing with more shields. Is this my imagination or is this really how the game works?

If this is how the game works, it shouldn't. Tailoring enemies to be strong against my upgrade choices trivializes any choices that I make. Whatever I upgrade, I know it won't matter because enemies will always change to make the game play exactly the same.

If this is not how the game works then I feel like I am taking crazy pills or something and you can all just ignore me.

I believe that although encounters and their equipment are fairly random, as you go through the sectors they will generally get more powerful. So in that sense there is scaling.

I think it also depends on the race/class of the ship. Certain ships will always have drones, others teleporters.

But in answer to your question; As far as I've noticed, there is no direct correlation between what you equip and upgrade and what enemies carry in response.

I believe that this blanket statement should cover it: nothing about the events or enemies changes based on your choices in the game.

I'm trying to think of something that is an exception but we tried our best not to... Oh! Frequency of asteroid hits in the asteroid environments. That is slightly tailored simply cause it would be terribly un-fun if we didn't.

I do wish that the game had a little scaling, like if I had a really bad game where I am in sector 3~4 gained little (total) scrap and did not get any weapon upgrades (for what ever reason e.g. paying for fuel, repair or bad luck) that the game would give you a slight break.
