If you kill everyone with the fire yes, but it can go crazy and blow up everything from the inside, more evil maybe, it's hard to say if that will give you more or less scrap than normal
1. knock out the shields
2. start a horrifying number of fires

it seems a little unfair that NPC ships can't vent to space to extinguish fires
I guess that would require a good amount of work on the AI to keep them from asphyxiating or trapping their crew

I think it'd be pretty funny to see for that little while before they fixed it, but then they'd have to make the doors jam to make it fair, so suddenly you'd have to force your crew to hold their breath and fix the door or something like that. Can't hinder the npc's and let the players walk away scot free
had one game where i had 2 blast lasers mk2, and 2 fire beams. it was way too much fun, i was raking in maximal scrap for every encounter. the end boss destroyed me though. guess if you are lucky enough to get that, you have to save weapons for the end.
I personally love the Ion Bomb. Useful against 99% of your foes. The 1% is a big exception, though.
Still, 4 Ion damage for 1 power and 1 missile is a pretty decent deal. It and the Burst Laser II (3 shots for 2 power on a decent cooldown? Yes please. Best game I played I had three of them. It was awesome swarming something with 9 shots).
