Nice idea! I personally think this is the only way you should be able to do it. This creates another subsystem synergy (drone+teleporter). IMO when a boarding drone is recalled one of the following should happen;
a) The drone automatically walks from the transporter room directly to the drone room and then disappears (with or without a scrap/drone part refund depending on balance). Once it disappears you can launch a new drone.
b) The drone dematerializes from the enemy ship and you instantly reimbursed (or not depending on balance). You many now launch a new drone.

The biggest balance factors are based on preventing exploitation of the synergy. If you are reimbursed fully it would be possible to launch a drone, and then instantly transport it back and relaunch if you are unhapppy with its landing position. The amount (or lack of) reimbursement can allow you do to so but at a cost. The 'drone returning to drone control room' can allow you to balance the amount of time between transporting the drone back and a relaunch. These 2 hooks allow a lot of balance control of the concept.
Note: I am not in the beta and base most of my perception of the game come from a massive number of YouTube playthroughs and reading of patch notes/changes.

Sounds like a good idea to me i defiantly don't want to regain a drone point, I think it should cost at least an extra point to scrap the current drone and launch another. This would defiantly keep the game play leveled. By at least doing this it would keep this problem from happening. If it did i could spend 1 drone part more to be able to relaunch and have the drone actually be useful to me.
