Exploit or working as planned? [Voltarian Teleporter]

Hi,

if I have a powered-down Teleporter, and send an away team with at least one Voltarian, there is no cool-down. I can use it again. Bug or feature?

Awesome find! I had used this to escape the power lock down on the cloak, but i had not consider the teleporter :S voltans are so weak.

Apparently it is a bug. I kind liked spamming the enemies with large boarding parties from my Noether ship.
